EESNET Declaration

Countries of central and eastern Europe being represented by their national seed associations and/or seed enterprises have decided that in the absence of a regional seed sector integration due to a general lack of information on the regional seed sector in need of developing wide seed sector contacts and in the face of a need to develop a common position with respect to topical matters in the seed industry to create a new type of regional integration in central and eastern Europe. Countries in this region will integrate in a structure without strict membership rules and duties under the name “Eastern European Seed Network” or EESNET.

Mission

The basic mission of the network is an information exchange at the regional and world wide level.

Structure

The Network entails participation but without any membership fees. Country participation is through a focal point such as the national seed association, if it exists. If not, the focal point could be a monopoly seed company. If the situation in a country does not allow for the definition of such a focal point but the country wishes to participate in EESNET, a state institution could function as a possible temporary focal point.

Each participating country nominates its representative to the Technical Committee. All participating countries have an equal standing irrespective of the number of national representatives in the Technical Committee The official language of the Network is English, however, German and Russian are working languages for general meetings of the Network. National focal points may choose to use other languages when they meet but English is recommended so as to facilitate the exchange of information.

Activities

The Network will develop three fundamental activities - mutual information exchange, an annual seed meeting and publications.

Information exchange will take place at the level of focal points and will include a list of national seed companies with contact details, national variety and seed production surveys and legislative information. If the countries wish, other information can also be included into the exchange. The focal point is responsible for translating all information, from the official language to the national one for information received, and from the national language to the official one while giving information.

The annual seed meeting will be organised by one of the Network participating countries as per the agreement reached in the Technical Committee. If so desired, the annual meeting can be focused on a specific topic and include presentations from invited speakers on the subject.
